Once a human right, it's now a valuable commodity, and corporations and super-rich oil dynasties are believed to be buying up water rights, controlling nations and populations. This IS happen WORLDWIDE... not only in the USA! In the developing Countries like for example the Philippines pure water is already very rare in most areas and private Companies make BIG BUSINESS with it, SUCK out everything from the poorest of the poor.

The problem is not the conspiracy of water, it is the ownership of the land. If it is illegal to own the land, then it's not possible to own the water. In another way round think about it should be legalized to own the air above your land... and its finally possible to breath only by buying breath-cans... The first is to change the money system.
